Casting-focus items always carry a Spell suffix when generated as loot. Fairy Dust, Potion, Scroll, Orb, Rod, and Wand have no purpose without a spell attached, so a plain (spell-less) version of any of these six Base Items should never be generated as loot. Every other Base Item follows the normal rule and may or may not carry a Spell suffix.
